EMS Program Performance

 

Internal Biosolids EMS Audit
A systematic internal audit will be conducted annually to objectively evaluate whether the Encina Wastewater Authority's (EWA's) Biosolids EMS conforms to the requirements of the National Biosolids Partnership's (NBP's) Code of Good Practice and EWA's Biosolids Management Policy, and whether EWA is meeting its biosolids program goals and objectives.
Information from the internal audit will be posted on EWA's website and made available to Interested Parties upon request.

 

Third-Party Biosolids EMS Audit
A qualified independent third-party auditor will conduct an annual audit of EWA's Biosolids EMS using a standardized protocol to: verify that the EMS conforms with the requirements of the NBP EMS for Biosolids comprised of the 17 EMS Elements; to confirm that the EMS is functioning as intended, with practices and procedures being performed as documented; and to determine if EWA is achieving desired outcomes through the use of the Biosolids EMS. Information from the third-party audit will be posted on EWA's website and made available to Interested Parties upon request.

 

Management Review
On an annual basis, the EWA's Management Team will review the Biosolids EMS and its performance relative to policy commitments, goals, objectives and established performance measures to ensure its continuing suitability, adequacy, and effectiveness. The review will address the possible need for changes to policy, goals and objectives, the biosolids management program, and other EMS Elements based on internal EMS audit results, third-party audit results, changing circumstances, and the commitment to continual improvement.

 

Annual Biosolids Program Performance Report

EWA will prepare an annual report summarizing the performance of its biosolids management program.  The report will contain monitoring and measurement results, performance of the program relative to EWA's biosolids goals and objectives, compliance with legal and other requirements, contractor performance, and audit results. This report will be posted on EWA's website and made available to Interested Parties upon request.
