Element 9: Communication & Public Outreach

 

To provide the Biosolids EMS framework for establishing and maintaining a proactive Communications Program along with an internal checking and tracking system that provides on-going information about the Encina Wastewater Authority’s (EWA) Biosolids Management Program and EMS. The Communications Program must provide information on the EWA’s Biosolids Management Program and EMS to interested parties and the public, consistent with local circumstances, the method of biosolids management, public communications history and degree of current interest in biosolids management activities. The EWA’s Communication Program must make available a summary of its independent, third-party EMS verification audit results to the public. The EWA must define the roles and responsibilities of outside contractors in the Communications Program.

The Communications Program must include a procedure for receiving inquires and requests for information from interest parties about EWA’s biosolids management activities and EMS. The procedure must define a process for assuring a timely and complete response to inquiries by interested parties. At a minimum, the Communications Program must make the following information about the EWA’s biosolids management program and activities available to interested parties:

  • The Biosolids Management Policy;
  • Applicable legal and other requirements;
  • Biosolids program goals and objectives for continual improvement;
  • The periodic Biosolids Management Program Performance Report; and
    A detailed report of the EWA’s independent, third-party EMS verification audit results.
  • The EWA’s Communications Program must also communicate relevant information about its biosolids management activities and Biosolids Management Policy and all seventeen (17) Elements of its EMS to employees and outside contractors, consistent with their assigned biosolids management roles and responsibilities.
