Element 6: Public Participation in Planning

To select and implement a proactive public participation approach involving interested parties in the Encina Wastewater Authority’s Biosolids Management Program and EMS planning process. The approach selected for public participation must reflect the EWA’s commitment to the ten principles of the NBP’s Code of Good Practice (see Element 2), including the EWA’s plan for independent third-party verification of conformance with the EMS Elements. The public participation approach must be consistent with the degree of current public interest, the history of public involvement, the method of biosolids management and related local circumstances.

The approach selected for public participation must also provide interested parties with meaningful opportunities to express their views and perspectives relative to the EWA’s biosolids management activities, including concerns about environmental impacts (see Element 10), biosolids program performance, and potential areas for improvement. The EWA will consider input from interested parties in updating the goals and objectives in the Biosolids Strategic Plan and EWA Strategic Plan as part of the periodic review of biosolids management program performance.
