Element 11: Emergency Preparedness & Response To establish and maintain Emergency Preparedness and Response Plans and Procedures to assure effective response to accidents and emergency situations associated with its biosolids management activities. The Encina Wastewater Authority (EWA) must review and evaluate the effectiveness of its emergency preparedness and response procedures, including communication systems, and revise them as necessary. All emergency response equipment must be on site or readily available within a minimum response time. The EWA must require its contractors to establish and maintain Emergency Preparedness and Response Plans and Procedures to assure effective response to accidents and emergency situations associated with its biosolids management activities.
